I have a Satin-Ice epilator.
The ice gadget actually helps. You freeze it, clip it onto the epilator, and go. The pain-numbing effect only helps if you a.) pull it in the intended direction, and b.) keep it oriented correctly. Like an electric shaver, the epilator will pull hairs in many orientations, but you need both the ice and the business end touching your skin simultaneously. It won't work if you're in a hurry.
More bad news; if you're hormones are like mine, you'll want to epilate almost daily. That four-week claim probably applies more truthfully to somebody with female hormones. I occasionally get ingrown hairs; all you can do is to scrub them and hope for the best. This will vary for each individual.
The good news: after a couple of sessions, it stops hurting, and you don't need the ice anymore. When you've reached this point, it's relatively quick (less than ten minutes to make a light pass over both legs), and the effect is longer-lasting than shaving. I haven't used the ice gadget in months.
The plucker head comes off for cleaning. It's possible to dismantle it, but you need tools, and it requires some dexterity.
The Philips epilator seems to be a reasonable quality gadget; mine has been absolutely reliable. I don't recall what I spent, but I'm satisfied. I probably (? don't recall) bought mine from philips.com, probably paid full retail. I just looked, and Philips offers other models.
