While I find pants uncomfortable, I find tights to be incredibly comfortable. Since they move entirely with your leg and feel like an extra layer of skin, I find them very comfortable. Under a lined skirt they are perfect.
I like the look of tights with a skirt and wear tights whenever it is even a bit cooler with my skirts. I would say that each individual needs to decide whether or not to wear tights with a Kilt. Women wear tights with Kilts all the time and it looks great.
I would suggest that if you are going to wear tights you should shave your legs. This is for two reasons. One reason is that tights are much more comfortable with shaven legs and the other reason is that tights look much better on shaven legs. If you get 90 Denier Opaque tights it will not matter, as no hair will show through.
