I know that kilts/utilikilts are cut in a different way to women’s skirts. They assume a different relative hip/waist measurement than for women’s skirts.
Utilikilts warn women thinking of buying a UK that it has a risk of spreading out like a tutu due to the hips.
Its easy enough to find women's skirts that will fit the male body 'well enough', particularly with modern flexible materials. Tight fitting A line skirts, for instance, are never going to look as good as they do on a female body shape though.
The bigger issue is probably general acceptability of the style rather than fit.
