I have to say that the only non-preference that I have regarding length of skirt is related to the knees. I find that a skirt of about 21" to 22" or just below the knee makes your calves look like heavy.
Your calves widen up and then thin out just below your knee. A 21" or 22" skirt makes your calves appear to be quite large just under your skirt and then to get smaller as they extend down to your ankles.I really enjoy a skirt that is 19" or shorter. My shortest skirt is 15" and it is my favorite. Your legs are more free and more exposed.
On a cold day a long skirt cannot be beat. Your legs are totally covered, but there is no material between them. You can move more easily and except for a wrap skirt, long skirts do not allow for excessive exposure on windy days.
