Okay, if we want to reform male clothing options then we should try to understand why men stubbornly cling to pants.
These are my best guesses to the question.
1) Pants are easier to wear and safer in a lot of situations and means not worrying about how you sit or move around.
2) Men are not to be concerned about their "looks" until much later in life, late teens at the earliest, when looks can effect their hiring prospects. At which point "pants only" is well establshed.
3) Men have the old hunters or warriors instinct to camoflage themselves and therefor want to blend in so the enemy can't spot them.
4) There's no benefit shown to wearing a skirt or a kilt. Kilts and skirts are just diferent.
